To:  President George W. Bush                               July 31, 2008

Copy to:  Secretary Condoleezza Rice

Subject:  Request for Review of the removing North Korea from the terrorist nation list.

President Bush:

This is an open letter prepared by the representatives of the coalition of  organizations actively engaging in return of South Korean military prisoners to North during Korean War, return of those abducted to North Korea, protecting North Korean defectors and their ' human rights,

On July 11 Soldiers in North Korea shot dead a female South Korean tourist in a Mount Kumgang in North Korean resort. Yet they gave no description, let alone justification for the incident and has refused repeated requests to allow South Korean officials to investigate the incident at the site.

Recently North Korea destroyed its obsolescent cooling tower of their nuclear plant while dressing up to appear of its cooperation with international movement for its denuclearization. Yet North Korea's inciting this cruel incident of July 11 and unwilling to assume its responsibility proves it is still a terrorist nation as before and is capable and willing to violate international treaties at will. We believe this incident demonstrates the idea of its removal from the terrorist nation's list is premature.

We, the coalition organizations, sincerely hope you would reconsider your plan to remove North Korea from terrorist nation on August 11.
